Privacy Notice

Effective September 16, 2026 · Version 2026-09-16

1. Who This Notice Covers

CISARKANSAS PAY (the "Service") is operated by T Smith Consulting ("we," "us") to collect court fines, fees, and other payments on behalf of participating Arkansas county government offices (each, a "County"). This notice explains what the Service collects when you look up or pay an obligation, who it is shared with, and how long it is kept. It covers this website only. The County's own records, and the records of your card issuer, are governed by their policies, not this one.

2. What You Give Us

To find your case, the Service asks for the County and at least two of the following three: last name, date of birth, and case number. Any two are enough — you never have to supply all three, and a lookup made with a last name and a case number does not ask for a date of birth at all.

To complete a payment, the Service records the amount you are paying, the account and case you selected, the name on the account, and the email address you enter so a receipt can be sent to you. Providing an email address is how you get a receipt; nothing else is done with it.

3. What We Never See

Your card number, expiry date, and security code are never entered on this site and are never received or stored by it. Card entry happens on the hosted payment page of our payment processor, i3 Verticals, and this site is handed back only the outcome. That outcome includes the last four digits of the card, the card brand, the name on the card, an authorization code, and how the card was presented (swiped, tapped, or keyed). Those details are stored with the payment so a receipt can be produced and a refund or dispute can be matched to the right transaction.

4. What the Service Records by Itself

Beyond what you type, the Service records:

  • An audit log of actions taken on a payment — including refunds, receipt resends, and administrative sign-ins — each stamped with the time, the user or "system" that acted, and the IP address the request came from. This is a security and financial-control record.
  • A short-lived payment attempt record created when you choose something to pay, holding the account, case, name, balance, and originating IP address. It exists so the amount cannot be altered between the page and the processor, and it can be used only once.
  • A session cookie, which is strictly necessary to keep your payment in progress attached to your browser. The Service sets no advertising, analytics, or third-party tracking cookies, and embeds no third-party analytics or social-media scripts.

5. Who It Is Shared With

The Service does not sell your information and does not share it for advertising. It is disclosed only to:

  • The County whose obligation you are paying. The payment record, including your name, case, amount, and the card details listed in Section 3, is available to authorized County staff so the payment can be posted and reconciled.
  • i3 Verticals, our payment processor, which receives and handles your card details directly and returns the transaction outcome.
  • SendGrid (Twilio), which delivers receipt and notification email, and Twilio, which delivers text-message notifications where a County has enabled them. Each receives what is needed to deliver the message.
  • Microsoft Azure, which hosts the Service and its database.

We may also disclose information where required by law, court order, or a valid public records request made to the County.

6. How Long It Is Kept

Retention differs by record, and the Service enforces the shorter windows automatically:

  • Sent receipt and notification emails — the stored message body, and the snapshot of cardholder and payer details kept alongside it, are erased 90 days after the message is delivered.
  • Payment attempt records (Section 4) are deleted 30 days after they are created, whether or not they were used.
  • Processor event records, kept to prevent a payment being applied twice, are deleted 13 months after they are processed.
  • Payment, refund, ledger, and audit records are retained indefinitely. They are the financial system of record for public money and the evidence behind every reconciliation, and no automatic deletion is applied to them. How long a County must or may keep them is a matter of Arkansas public-records law and County policy, not of this Service.

7. Your Choices and Requests

The records this Service holds about a payment are County records. If you want to see what is held, correct something that is wrong, or ask about removal, make the request to the County office that issued the case — Section 9 explains how. The County decides what it can act on under Arkansas law; the Service provides no self-service way to export or delete a payment record, and we will not delete a financial record on request without the County's instruction.

You may choose not to use this Service. Every County that accepts payment here also accepts payment by other means; using one of those means avoids this collection entirely.

8. How It Is Protected

Access to payment records requires a County staff account with multi-factor authentication, and each account sees only its own County's records. Traffic to the Service is encrypted in transit. Card data is handled by the processor rather than by this Service, which is the strongest protection available: what is never received cannot be disclosed. Administrative actions are logged as described in Section 4. No online service can promise perfect security, and this notice does not.

9. Contacting Us and the County

For questions about a specific case, a record you believe is wrong, or a request under Section 7, contact the County office that issued the case. Its phone number and email address are shown on the payment search page for that County. For questions about this notice or about the Service itself, email support@tsmithconsulting.co.

10. Changes to This Notice

We may update this notice. The version and effective date at the top of this page identify the current text. Material changes will be reflected in a new version number. See also our Terms and Conditions, which govern the payment itself and which you accept at checkout.
